Chosing an outside physician by detainees

Hello,

I’ve read this page on your website and I guess I can ask a question without introducing myself. My husband is currently detained. He had serious health problems before and currently being detained. Now he needs a specialized medical help which is not available in the prison. I’d like to know if he can apply to other than prison medical service?
